That sounds about right. If you don't have a passport, or a passport card it'll take forever to get back, they're now mandatory to get into Mexico, and they have to see it before you can enter. I used to live there, and have a SENTRI pass, so it only takes me about 30 minutes to cross.

No passport or passport card, no get in.

Sounds like you're looking for the classic view of big border fence running through the desert, if so you can drive fairly close west of Naco near Coranado Natl Memorial.

While in the area do the mine tour as Bisbee.

The worst part of this is on day trips where beer has been consumed in TJ and bladder isn't happy with 2-4 hour wait.
