I'd go to Amsterdam and then take a train to Cologne for a day trip to the Christmas markets. No lines that time of year for the tourist attractions (Anne Frank House, Rijksmusem, Van Gogh, etc). Lots of night life to relax and enjoy.
Consider taking a trip to Zermatt at the border of Switzerland and Italy. You can have breathtaking majestic views of the Matterhorn and the various other lakes. It's great for hiking! It ain't cheap though.
Or consider going to the south of France, like Lyon or Aix en Provence. Beautiful cities, great food, and much to see/do.
Wherever we choose we will spend 5 days primarily (or perhaps exclusively) in one city, hoping for a slightly more immersive experience. There have to be direct flights from Milan, which really shouldn't rule out much of anywhere.
I'm terribly biased because I love Italy. Just returned from there last week, and would want to encourage your friend to go to Venice, Florence, Rome, Pompeii, over a different country just for the sake of saying you went to more than one.
I was there last week as well ... probably walked past you in Venice. lol
People who are suggesting Christmas markets and so on also keep in mind that they are usually closed right after Christmas. From what I understood, the OP is there from end of December until January?

Possibly, but the ones I went to last year were after Christmas (before New Years)
