I'm considering joining a tour for a week in St Johns in January. I don't want to rent a car because I'd be with the tour 80% of the time. However, for the two other days, I'd like to visit some places downtown. As the tour's hotel is in Signal Hill, what is the taxi or public transportation situation like in St Johns? I was looking at Uber but it doesn't look like Uber is in St Johns. (And did I missread this? I thought Uber was EVERYwhere. ) Is it possible to walk to the downtown from Signal Hill? What does it cost to take a taxi from the Airport to a hotel in Signal Hill?

St. John's is pretty small. "The tour's hotel is in Signal Hill" is probably a bit misleading -- I don't think there are any hotels on top of Signal Hill, the closest ones such as the Sheraton are right next to downtown, at the bottom of the hill. I don't know if you can just hail a cab from the street but you can definitely get one from the lobby or call one, their rates are reasonable. I may be wrong but there may be a fixed price for airport-city connections (C$20?).
Downtown is essentially 1.5 miles long by a few blocks wide. Earlier this year, I walked the whole way from the Delta (at the other end of downtown) to the Battery and up to Signal Hill and back to the Delta. Pleasant walk, but it's going to be pretty cold for that in January.
Sled dogs? J/k but St John's is not a destination I'd choose to go in winter. I was freezing the year I went in June.
St John's has the greatest seasonal lag of any city in southern Canada. September is warmer than June; March is colder than December. You can thank the Labrador Current for that.
And yes, OP: Are you insane? Visiting St John's in January? What's next, Baghdad in July? Mumbai during the monsoon? Tokyo in a typhoon?

St John's in the winter is still better than the BEST summer day in the office at work. Just sayin...
I know it seems crazy but I'm looking at a birding tour and trying to decide between visiting in February or a May. There appears to be a lot more interesting birds in the winter. The downside is that I'd like to visit other sites too, but the cold would probably discourage a lot of walking outside.

Just dress for it.
Locals snowmobile like crazy in NFLD all winter long and do just fine.
