There is only so much room at the physical post office to hold the mail, They have to set the limit somewhere.
I don't see the real issue here. Tell the UPS store to take all your mail that arrives to the UPS Box in their store that looks important, put it into a large envelope and postal mail it to you overseas. We've done this all the time. You could also communicate with the UPS store via e-mail too and ask them questions if someone important has arrived or not, etc. They are all about services. Just ask them. And when you return, give whoever has been handling this a nice tip.

It's limited to 30 days, because that's more than enough time for the vast majority of people. Over that, if you can afford to travel and live elsewhere than you can afford a crummy UPS store box and have them forward your mail for you.

Yep, that is how I'd solve it.
Write the President of the United States who only has weeks left in office to have him personally micromanage policies of USPS creating a more favorable hold policy for the tiny fraction of people who'd need it. Solid plan, and definitely something that should yield results for the poster who is started travel soon.

There is an easy alternative, it is called family and friends, a temporary change of address order to them which can run up to a year. And the postal service's premium forwarding service for those who want all their mail, not just first and second class mail which moves with a change of address. They will also receive the mail that the sender wants returned to sender with the new address instead of being forwarded.
Those who don't have family or friends that will receive their mail on a temporary basis can hire a UPS store franchisee or one of his competitors to do it for them.
