Upper Peninsula of Michigan- prevailing winds bring cool and cold off Lake Superior, and lots of lovely and interesting geography like Pictured Rocks NL. Just bring the 100% DEET bug spray when heading into the woods.

Current temperature in Marquette on the lakeshore- 61F.

Yes, I overlooked the Northern California coast, like say around Eureka, and it may be as guaranteed as the Oregon coast. As it stands, top choice will be Alaska, then the Oregon/Northern CA coast, and then the North Shore of Lake Superior, and I do dearly love Duluth, often dubbed Poor Man's San Francisco with their steep hilly streets. And on Minnesota Point, they have a 5-10 mile sandy beach, and you can almost imagine you're on the ocean, with waves and all.

The problem with high altitude spots, as I found out in CO, is how intense the sun is with higher altitude levels.

Use Antarctica to avoid USA summer heat

If STUCK here...
San Francisco is often foggy and cool in summer.
Yellowstone it might snow on you
PNW (western Oregon and WA)
Alaska can be very temperate in summer
NW territories.

Newfoundland
Iceland
Sweden
Finland

Lots of places in Russia!

Coast of Maine, north of Portland. You'll need a jacket. First time I went one August I didn't believe it would be cold enough for a jacket but I was very wrong. Go whale watching, eat a lot of lobster, enjoy the scenery and feel coooool.

I've been interested in Upper Peninsula of Michigan for quite some time.

To me, it sounds like a far less touristy place than world famous destinations like Yellowstone. I hope the cost is also more reasonable. Is it possible to spend a whole week there without breaking the bank? I need a decent place to sleep, camping isn't my thing.

Mackinac island is car free and has a wonderful Grand hotel.

An absolute guarantee? Not in North America. Record high in Fairbanks, AK is 99 F. Leadville, CO: 90 F. Astoria, OR: 101 F. Churchill, Manitoba: 98 F.
