Tromsų is the best choice, I think. The city is far more interesting and way more scenic than Northern Finland or Sweden. It is not brutally cold in January, like Northern Finland, Northern Sweden and the inner parts of Northern Norway.

Narvik is pretty far north. It is only 3.5 hours (250 km / 155 mi) south by car from Tromsų.

Tromsų: 72,000 people + cheaper airfare + better selection of hotels, stores, restaurants and pubs/bars compared with Narvik.
Narvik: 18,400 people

You are partly right but that is not the whole picture.
If need to choice -10C + wind + near open water or -20C + not so windy + no open water near, my choice would be -20C.
Feels much more comfortable.
