I've been to Europe dozens of times on business trips over the years and maybe 10 times as a tourist.

I like London best as a business trip city. Day flights from Boston on BA so I don't have to do that soul-crushing red eye overnight flight. The quick Heathrow Express train to Paddington. I love Indian food so I mostly eat that. I'm not paying for the hotels so I don't care that a business class hotel is wildly expensive and that breakfast is 30 pounds. There's plenty to see and do with my down time and the Tube works pretty well. My beef is the passport control queue at Heathrow.

On my own dime, I like Lisbon. Affordable. Great food. Good weather. Hilly so it's good exercise walking around.
