Do you think it's a good idea to attempt to book a cab ahead of time or just show up and grab a cab? I have never done this before; I "think" I have seen cabs waiting at that airport in the past but don't really know how it works.

As far as I know there are no "Uber" or "Lyft" services running in Rochester, N.Y. There are "airport shuttle" services however from the reviews it seems they are not 100% reliable.

Instead of a rental car?

I'd talk to whoever is at the place you're going to.
ftm I'll assume that is a hotel or a business. They'll know their town.

At most bigger airports cabs are a special franchise and there are plenty of them.

I'm going up for a family issue ( surgery recovery help). Just wondering if I should call ahead or hop in a cab without an appointment. I have never done it before.

It's NYS. Just hop in one at the airport. They should have a designated taxi line.

Uber and Lyft started at the Rochester Airport earlier in the month.

Rochester is a very small airport. This is not at all like NYC. The entire airport has two terminals, each with approximately 12 gates.

While there may be taxis there, I can't guarantee the frequency. Every time I have flown from there, I had a friend retrieve me rather than worry about the hassle of taxis. It can't hurt to call.

Thanks all for the suggestions. I checked and Lyft/uber is operating in that area. I am going to take my chances on lyft and if that doesn't work I will catch a cab.

You can also pre-schedule your ride for Lyft so that you aren't totally dependent on a car being there. You can also open the app around the time you will be landing and change your pickup location to the airport and see how long it would take a car to pick you up if you were arriving without a reservation.

Interesting. I have never flown into an US airport where there wasn't at least 3-5 taxis waiting.

I would agree, except to say I've never flown into a larger airport (particularly any international airport) where there weren't taxis waiting.

The smaller regional airports (like Pellston in Michigan, which has a whopping TWO gates) generally don't have taxis waiting.
