I spent an afternoon at Hong Kong international airport, before taking the long flight back to my home country. I walked around the airport, and got a good look at the city's interesting scenery, through the airport windows. If I tell people that I've been to Hong Kong, is that lying or being disingenuous?
yes, you've been to Hong Kong nothing anyone else says here will change that
And one should not claim to have been to country X when he only visited one city either.
Merely by visiting the Empire State Building, I can legitimately lay claim to having been to ALL of the following places:
The Borough of Manhattan
New York City
New York County
New York State
The United States of America
North America
The Western and the Northern Hemispheres
Planet Earth
If anyone disagrees, I would be interested in knowing your specific criteria for how much of a city/state/country one must visit in order for it to count.

no, you've apparently been to none of those places. If only you had also set foot in Central Park as well because...well, you know, it takes two stops to count according to some of our most well-traveled dignitaries posting here.

Disingenuous. I only count a layover if I left the airport and took in the sights for ~8 hours.
I wouldn't claim to have visited Scotland, but what I can claim is to have this in common with Elvis:
The only time that Elvis set foot on British soil is when the airplane that was taking him from Germany back to the U.S. stopped at Prestwick for refueling, and Elvis walked from the airplane to the terminal and back.

I only count someplace I've set foot in outside of a travel facility. Only setting foot in a travel facility or driving though without getting out doesn't count for me.
I had a layover in Denver so long in 1976 it could be classified as a place that I LIVED . Much less visited . I can't even remember what caused it now .
Hahaha funny question...sometimes I say Ireland cuz of many hours at the airport....but I laugh when I say it.
