It would count if you had an medical emergency and died there.
I would count it, but I don't have a problem with limiting it to the airport.
I have three of these: Minneapolis, Detroit, and Rochester. However, I have done Detroit twice, and have been separately to Michigan (actually, for barely a little more than lunch) and New York (but not Minnesota).
IMO there's no sense in getting ridiculous as to what counts and what doesn't. IMO there aren't any rituals or length of time that qualifies you one way or the other.
It will be Overseas Collectivity of France - not France. Legally some sort of distinction is there. I guess their Passports of Residents are also slightly different.
I think Tahiti is not considered an oversea department but a territory so they are more or less a sovereign nation. Their passport are probably different.
I am pretty sure that Martinique and St Martin residents have the same French passports.
My own personal rule is that if I don't actually leave the airport proper, I don't count it. (I will count it if I have a layover that's long enough to get out of the airport and into the city, even if it's just for an hour or two.)
You've been there. You can always add "but just the airport" but you did step foot on Hong Kong property. What's wrong with that? Like for me, Tokyo, Alaska, Guam, Azores... but just the airport.
I don’t count airports. My standard is that I need to either stay a night or have a meal in a place (country or US state) to count. I have been through MSP many times but don’t count Minnesota as a state I’ve visited.
It only counts if one is, for example, listing airports they have used.
As I mentioned above, I visited (and used) JFK airport, but do not consider that I have been to New York City, so it only counts in my airports used lists. I'm guessing that would be fine with the Flyer Talk folk.
No. People do this all the time for Atlanta.

It may be different for other places as Hartsfield isn't even that close to downtown and you can't see much. Still, I wouldn't consider it. I took a train from Philly to NYC. I saw a lot of New Jersey but I still wouldn't say I had been to NJ. Never got. Never interacted with others. I just saw some scenery.
Great question. This is what I do, I say, yes, I've been to Milan, but it was on a layover. So, if I actually spent a few hours on that terra firma, I consider it part of my global points map, but specifically as a stop, not a full exploration.
