I spent an afternoon at Hong Kong international airport, before taking the long flight back to my home country. I walked around the airport, and got a good look at the city's interesting scenery, through the airport windows. If I tell people that I've been to Hong Kong, is that lying or being disingenuous?
Disingenuous. I don't claim layovers unless I actually leave the airport.
I had a layover in Narita a few months ago. It was an 8 hour layover, so I had planned to take the train into Narita to do a little shopping and see a temple. But because I was sick and had very little energy, I opted to stay in the United Business Lounge. I don't claim that I've visited Japan.

no... layovers count only if you pass immigration, and leave the airport (in a general sense).
Technically, you have placed foot on the soil while in the airport. And some airports are quite a destination!
I was there in 2015. I certainly saw a lot of buildings and mountains that are uniquely part of Hong Kong... from the airport. Hopefully one day I'll take a proper tour of the city.
I mentally have a separate category, which I called "pass through" for situations such as this. In your case, I would say that I passed through Hong Kong, but did not visit it.
That said, if you have been to the Hong Kong airport, then you have been to Hong Kong (or whatever city its airport is located in). In terms of just "being" somewhere, if your feet have touched any part of the city, then you've been there.

That pretty close to cheating, but then you have been there. You can add it to your list, but don’t try to tell people how much you liked or disliked it with such a brief visit.
No. I do not count anywhere I have not spent the night or at least a full day exploring and getting to meet people
This is my criteria as well. I don't count it unless I have spent the night and eaten a meal, and the airport hotel doesn't count.
I will claim a state in my travel list if I have been there for a short time like that, but I won't claim a country.
I have many friends who have been to Amsterdam, and I don't think that I have ever told any of them that I have been there too. Mostly because I only spent one night on one occasion, and stopevers at the airport another 4-5 times.
I do not count it if I never left the airport, but I do count it if I left the airport and did not spend the night. We all have different ways of counting where we've been.
