La Jolla / San Diego would be very nice, EZ, and interesting (plenty of variety to enjoy, can take a day trip to South LA or east to Palm Springs or south to MX if need be).
Ocean fishing / day cruise, biking, beach, swimming, hiking, Old town, Gas light district, marina, waterfront
Always something going on, you could go skiing, see a show at the Lensic, spa day at Ojo Caliente, visit Ghost Ranch, gallery browse, museums, see a movie at the Violet Crowne. And of course, the food.....

Was going to recommend this as well. My early 70s mom and her friends just did this trip and had a blast.
What about a cruise? The one who wants to keep prices down can go for an inside cabin. They are usually quite cheap but I'd be claustrophobic. You and the other girls can get a room/rooms nearby hers on a balcony. You can eat all day and sit around a pool in the sun.
OR:
Go on an ALL inclusive to a resort in Dominican Republic, Jamaica, etc.
OR:
Rent a 2 or 4 bedroom house/condo in St Croix. We rented a LOVELY condo for a week, right on the ocean a few years back. (look up Pelican Cove) (not sure about hurricane damage though)
OR:
Rent a house/condo in Florida? Some are just as cheap as motel rooms for all of you and you can make some of your own meals, swim in a pool if they have one, and just lay around/sit around, relaxing in private.
Vegas? NOPE. That doesn't get my vote... the food is expensive, the better shows are expensive and it can be damned cold in January.

Vegas can be a blast, even without gambling. I’m not a gambler at all—like already noted, there is so much more to Las Vegas than gambling. World Class dining, fabulous shows/concerts, tours, museums, etc. Close enough to see Hoover Dam or the Grand Canyon, too. And you can spend as much or as little as you wish, and still have a good time.

World Class dining, fabulous shows/concerts, tours, museums, etc. Close enough to see Hoover Dam or the Grand Canyon, too. And you can spend as much or as little as you wish, and still have a good time.

I enjoy Mexico and can't wait to go again.. next we will hopefully be exploring Mexico City
