I would suggest a city that has things that interest you but since you have told us nothing about what they may be the best anyone here can do is to recommend that which interests them.

In February Mexico City is a no-brainer. Otherwise I'd vote for Chicago and Philadelphia with DC close second. But in those cities you really need to walk around to truly take them in. And in February this would be next to impossible.

San Diego, CA.

The temperature only got up to 65F today, and it was cloudy. I ask you! And it might even rain tomorrow.

The rest of the week is forecast to be more normal, highs in the 70s and clear-to-partly skies.

I voted Vancouver since its a beautiful scenic city and you could also enjoy a trip to Victoria Island. If the trip was in April or May I would have voted for Chicago but you may not like the weather in Feb.

I would not fly to DC from LA just for a short trip. If I had a week to ten days I would see DC,Philly, NYC and Boston on the same trip.

Polluted dirty dangerous Mexico City would be my last choice. If I won a free trip there I would not bother going.

That is an eclectic list. Mexico City stands out as the only place that is definitely warm.

Having lived in Boston, DC, Philadelphia and Chicago, it's a tough call. It depends on whether you have ever visited them. Philadelphia is not worth a special trip. Boston, DC and Chicago are, but DC is best in the Spring and Fall, and Boston and Chicago are best in summer.

Toronto has long been on my list to visit, but I haven't made it there. Everyone I know who has gone there has loved it.

Vancouver is great, and at this time of year may have the best weather outside of Mexico City.

It sounds like you are in LA -- a trip to the east coast is long for just a weekend.

So, if you've never been to any of them, my vote would probably be Vancouver.

+1 on all of these thoughts.......

As a plus, the exchange rate is 25% in the favor of the US dollar right now so you can visit Canada for 25% less! Vancouver would be my choice (personally I do want to go there!).
