You have a lot to learn about Mexico. People who have actually been to Mexico City have good suggestions in the thread and you chose to still stereotype the city. I am confident your daughter feels differently since she chose to go and I hope she has a good time despite her flight issues.
We spend a couple of weeks each year in Cuernavaca and CDMX. CDMX, especially in the Centro Histórico, has a large police presence. Common sense precautions will help ensure a safe visit. Radio taxis are safe and inexpensive and will get you practically anywhere. The temporary walls around the Templo Mayor are gone and the site and museum are now open and worth visiting. There are many wonderful museums in the city to visit, as well as the Palacio de Bellas Artes, the old post office building, and the beautiful parks.
Tepoztlán is a short cab ride away; the historic church as a bit of damage from the recent earthquake, but the market is still a fun place to visit. Take a walk up the hill to the Posada Tepozteco and enjoy lunch at the restaurant overlooking a lovely view of the city and the mountains.
We always stay at the Gran Hotel on the Zócalo, a gorgeous example of Art Nouveau architecture with terrific service.
