I had two bags that were carryons on SW-- they are always helpful- but AA refused to use them.. AA"s rule was not communicated to orbitz and they have a financial arrangement with them.

And the OP should know that all three legacy carriers (AA, UA, DL) sell Basic Economy tickets that don’t allow large carryons, and JetBlue recently said they will be adding Basic Ecomony tickets as well. This isn’t an AA issue, this is a “the OP didn’t understand what type of ticket he bought” issue. And the fault for that lies directly with Orbitz (who didn’t make the distinction between Basic Ecomony and Standard Ecomony clear). Orbitz knew the fare code on those tickets, they just didn't tell the OP about the various restrictions associated with that code.
This is why you need to do your homework before you purchase a ticket (especially from an OTA such as Orbitz).
Or you could just buy your ticket directly through their website and read all of the info they have. There's TONS of info on every single airlines' website. They all disclose check-in, luggage, and boarding procedures. International flights ALWAYS have different regulations due to security and customs. It's not the airlines fault the ticket buyer doesn't read the info that they provide.
AA is the worst. THEY HAVE LOST MY BUSINESS FOREVER. I was .1 oz (yes, point one ounce) over the weight limit and would have been charged had I not removed one shoe from my bag. AA will never get another dollar of my money.
They let you take the item out so what's the problem? If they let 10 people slide, then that changes the weight. The scale at the airport isn't by ounces. It's by pounds. So you were at 50.1 which is actually almost 2 ounces. If there's a limit, what's the problem with them enforcing it? They let you remove an item so I don't see why there's a problem.
Entitled much? A rule is a rule. What is so special about you that they should make an exception? Take one item out of your suitcase, put it in your carryon, and quit yer whinin'!

I happened to be an employee at the time on the business side and understand that they will shake you down at every opportunity. I spent just under two years in that business and had to get out because, as bad as they treat customers, employees are treated worse.
I avoid that Airline and suggest that others do the same.

If you avoid every airline that charges fees for overages or does things you don't like, you won't be flying anywhere! You'll be driving or walking.

Unless flying first class, everyone is jammed in like sardines on every American based airline I've ever flown. Planes are basically buses with wings. They're not cheap to build, maintain, staff, or fly. Want service? Fly first class and pay an arm and a leg.

If AA allows Orbitz to sell tickets and there is a financial agreement, AA should make sure Orbitz informs buyers of AA rules especially if they are important. AA benefits by not doing so because the extra fee is much important than the timing. There was no problem with me being an hour early making the PHX flight in El Paso- slow airport.
My original post asked if there was an agency who regulates this?
