The Palmer Express Quad at Timberline Lodge on Mount Hood usually runs through Labor Day. I’ve summer skied on the Blackcomb glacier several times but that’s July.

You can go at Mount Rainier National Park. This is a popular place to enjoy winter activities.

Montana has had snow in every month of year. But to be certain in August take her to Glacier National Park.

I went to Glacier 2 years ago in August. There wasn't any snow. Maybe a few slushy patches here and there, but not enough for a kid to play in unless they're going to climb to the top of one of the taller mountain peaks.

If it's been a snowy winter, California.

This was July 2, 2011 on the PCT near Lake Tahoe:

Mt. Hood, the Hood River Valley and the Columbia River Gorge are all very close together and comprise (in my view) one of the best family vacation destinations in the US. It's all within an hour of Portland airport, and there's terrific variety, from Mount Hood to waterfalls, rafting, berry picking in the Hood River Valley, hikes, fishing, wind- and kitesurfing at Hood River, visit Herman the Sturgeon and feed the baby trout at the Bonneville hatchery, orchards and vineyards, funky artsy towns.... hard to beat.

from Houston... 3 hrs to PDX, <1 hr from PDX to Snow (similar if Mt Rainier from SEA)
Wild berries / wild salmon / concerts in the parks / NICE temps (vs Houston in AUG / community events / beautiful Oregon Coast 1 hr west.

SWA has sale through tomorrow ~ $120 each way last I checked. Frontier can be as low as $69 on Ben Den sale (OW)

My recommendation... Snow in August - Queensland NZ!. Take the Air NZ flight from LA and get a FREE stopover in Cook Islands to 'warm-up'. Definitely a birthday to remember!
