Because they are in Eastern Europe, the developing world.

Tons of cheap places in Europe. Latvia, Lithuania, Poland, Macedonia, Albania, Romania, Bulgaria, Ukraine, Belarus, etc. just get out of Western Europe and Greece.

We track our expenses and cheapest place we've been is Thailand, although that's flawed because we tend to stay there for longer spells making lodging costs lower since longer leases. Cheapest place to eat if you go local is almost impossible to say, can get a meal for a buck in many places in SE Asia as well as Mexico. Cheapest beer we've seen was in Bulgaria but I saw a beer-index somewhere that put Ukraine and Poland as cheapest beer in Europe. Beer in Cambodia/Vietnam is cheaper than Thailand, and way cheaper than Malaysia. Cheapest local transport we've used was in Sri Lanka, those school bus looking things take forever to get anywhere but they are incredibly cheap even for journeys of six hours+. Cheapest metro is probably Mexico, although metro systems in second tier cities in China are really cheap too.

Transport in Philippines is very cheap. Very modern comfy buses average less than a dollar pr hour travel time. Urban jeepney is 30c. Taxi/Grab is 80c to slam the door and the meter about 30c/km. I can get to the airport for $5, which takes an hour.

On the street a plate or rice and bowl of thick soup is 30c, meat soup is 20c extra. Fast food, 1.50 for large burger.

Lodging a bit dear, hard to find a web-listed room for $15.

Obviously traveling there is an important factor.

Does it matter if the food and other expenses are relatively cheap in a country, if flying there costs thousands of dollars?

From your house, or mine? I step out my front door every day into one of the cheapest countries in the world, and I can fly to several others cheaper than you can fly to Mexico.

Kiev, Ukraine, - pretty much ALL of Ukraine - Odessa was mentioned, Albania - really ignored, under rated and inexpensive, Bulgaria, the last two, have Mediterranean culture and food - and location - at a fraction of the cost.

Never spent more than 2k+ for a flight, even going all the way across the world (thousands plural) and usually points covers it, so nothing out of pocket.
