Why does it seem that either UA or NW, starts stuff like this:

For tickets issued on or after April 19, 2008, the change fee for non-refundable tickets (for travel within the US or to/from Canada) has been increased to $150 from $100. This applies to tickets issued in either Canada or the US. Tickets purchased before that date will still require a $100 change fee.

Should a passenger re-issue travel originally ticketed prior to April 19th and then re-issue again, the first change would incur a $100 fee while the second would require a $150 fee.

Wow, what is next? Paying to use the bathroom?
