I think the best thing to do if a nearby neighbor is talking too loudly, is to turn to them, and pay close attention to the conversation! Really, show your interest in what they are saying--throw out your own comment or two, where appropriate! After all, THEY are the ones who've made this a "public" conversation! Join in!

Yeah but not everyone does. I think that most cellphones have no signal up there anyway.
