Most scenic one I have been on is I-15 from the Montana-Canadian border through Idaho, Utah, Nevada and California.

Western I-90 is beautiful and there's almost nobody out there.

I-40 from western Oklaoma through to Arizona is dandy too. A lot of it is the old Route 66.

I haven't been on all the highways in the U.S but I think I-70 west of Denver is beautiful and also I-15 in southern Utah.
And any road around the Black Hills.
I-79 in W.va is very scenic.

Have to toss in another vote for I-70 west of Denver. To narrow it down further I love the stretch around Glenwood Springs.

I think all of the Interstates have some fantastic scenic portions, as well as some real snoozer sections. It would all depend on what an individual finds scenic I guess. I like Mountains, my wife likes ocean views.

I'd have to second that even though I've not made it all the way to the Montana-Canada border, been through most of of the rest.

The worst snoozer is either I-55 from St. Louis to Chicago or I-80 through Iowa.

I-95 through SC and NC isn't scenic at all either, it just a long, BORING stretch of road
