If i'm getting as to what you're asking, i think i have an answer....
In most major cities in the U.S., there are "loops". These are the highways with the three-digit numbers that, in most cases, circle an entire city/metro area.
If this is what you're asking...then the three-digit loop around a metro-area is the best way to avoid any kind of city/metro traffic.

Marked Truck Routes or just plan ahead so you travel thru the centers at VERY early morning hours.

Just go over or under it for the best route.
Failing to find that route, the best policy is to avoid peak traffic hours. When I take longer trips I plan out the route to avoid larger cities if possible, if I must go by them, try to be on the freeway areas in non-rush hour times.
Some areas I plan out to take in very late hours like around midnight or early morning hours. That is especially true if I know it is an area jammed up because of road construction or something similar.

To go around the city, you need to take the country road. Always take the rural route.........
