Cayman Islands
Costa Rica

I also agree with Marcian, Sydney AU, Bondi Beach (but that is kinda far to go for a few days only)

How about Punta Cana, D.R? Or, what about a cruise? You can go on a 4 night Bahamas cruise from Miami on Royal Caribbean for DIRT CHEAP, cheaper than nights in NYC!

Hmm, that's pretty far for just a few days, and Greece can be quite cool in mid-December. Definitely more exotic, though.

Vieques, Puerto Rico. But check first if any rental cars are available because you will have to have one and they run out.

From Nov to Mar, if I wanted a sure bet on temps warm enough to swim (low 80's or warmer), I'd rule out anywhere north of the Caymans since it is not uncommon to get cold fronts that make it well past S Florida bringing temps in the 60's or even 50's on occasion.

Seriously, theres always the tropics. Arizona or Florida would be secondary if you cant afford to go anywhere else.

I haven't found a "beach" in AZ that would be good December swimming..have you?
