What do you mean by "exchange rate"? Are you talking about currency exchange rates? If so, you need to know that there is no set rate that lasts for an entire year. The exchange rate changes daily.
There are numerous currency conversion calculators on the internet. I usually use xe.com. XE - Universal Currency Converter

Thanks for the effort but you are a little off base.
The IRS publishes an Official rate for the past year to use on tax returns that include foreign earned income and it was that rate to which I was making reference
Yes, you're right that the IRS calculates average exchange rates of U.S.$ to all the other world currencies, and uses those rates for the purpose of calculating tax returns.
You must contact the IRS for that rate. They are the only organization in the world which uses that made-up rate, and so they are the only source of that information. (BTW, the IRS' exchange calculations are "official" to only the IRS since they aren't "real"; they're just conveniences for the purpose of filling out tax returns.)
