You didn't do it when you saw the damage. At this point I doubt they'd buy you a new bag because you say it was damaged but you didn't file the claim at the baggage claim office, but rather than asking here, why not phone them? Be sure to tell them why you didn't file a claim yet (they'll ask).

At this point it has been over 3 years since the OP's luggage was damaged, so you're probably right.
