I answered this in the World forum.
We recently were in France and simply bought an Orange phone/plan for 79 euros, at Fnac in Paris. We used it for 3 weeks, then gave it to our kid.

Yes, I have used the 2G and 3G iPhones all over Europe.
Just call AT&T in advance so they can turn on international roaming.

I use my verizon phone w/o issue. I just had to call and advise them.

With Verizon it depends on what kind of phone you have. Only Verizon and Sprint's world phone Blackberry's currently work in Europe as their other phones are CDMA and all of Europe is GSM.

The answer to the original post really depends on what uses you want it for. If you are looking on using it over there for local calls, do just buy a cheap pay as you go phone at the airport when you get off the plane. If you are buying it to call back to the states that phone will work fine too, but if you want a phone where people can call you, you can use your AT&T or T-Mobile phones, but do call to find out prices as it can get expensive fast. Another option is rent a phone with a U.S. number which makes it easy for your kids to stay in touch. I did that a few trips ago and it worked great. Incoming calls to some countries are free too, but usually with their local numbers meaning the caller from the states is calling at international rates. If it's to keep in touch with the family, why not download Skype and use the free computer to computer service and just take a laptop or netbook and find a hotspot to call out from. Have fun.

If you have tri-band GSM unlocked cellphone, you can purchase in whatever country you are in a local prepaid simcard.
