what is the price tag of living @ Horn Rapid ?
Did you have to pay for Horn Rapids Homeowners Association Dues to be able to use the swimming pool or tennis court ? How much it costs to their residents annully ? Also does your guest have to pay extra fee to use the facalities? Can I exempt from paying any dues, if I prefer to not use the facalities ?

I'm not certain, but think the HOA is mandatory. If you want maximum value for your buck, and don't play golf, I doubt Horn Rapids would be your first choice.

Let's see, to utilize the swimming pool and/or tennis court you "first" must be a homeowner of Horn Rapids ...you will pay a quarterly HOA fee, which is now around the $200.00 a quarter, and included in this is the pool and tennis court...and possibly more things to come as well as more homes being built along with town houses... Nope, if you own a home in Horn Rapids, you WILL pay the HOA fees,it's in the contract that the realtor has for the property you purchase...If it were a choice, there would probably be fewer ppl utilizing the facilities...

Well I for one after looking for convenient place to live, and having a love for history, and after seeing how the more upscale of the "old government" houses, known as the "alphabet houses" are constructed, that is right where I chose to live. Older neighborhood, and their are quite a few rentals in the "A" and "B" duplexes, but it is a really nice place to live. I live in the area south of the Richland City center and the neighbors are great, with even a lot of the folks renting, long term residents. There is virtually no crime in this area to speak of and we can walk to 3 neighborhood parks and go less than 5 blocks to all of them. And of course we can walk to Kadlec Hospital, uptown, very easy access to hwy 240 and I-82 so can be to the malls in West Kennewick in 6 minutes, downtown Pasco in 10 minutes and about the same to downtown Kennewick. Both High Schools are good, as are the elementary schools. 20 minute walk to park on the Columbia, of which there are three and two of them are linear in nature, well really all of them, and walk/bike path between all of them. The folks in Richland are just great, and in any retail establishment you go into you are greeted with a smile and some conversation if you pursue it. I looked all over the US and the northwest, and this is one of the nicest places to live, and FOR SURE the most affordable. Also if you like Thai food, one of the best that I have ever encountered located at the Uptown Shopping Center right in the heart of Richland. Oh and I have a wife that shoots off to work everyday on the bus over to Kennewick, and that by buying tickets in a bundle of 10, costs $1/day round trip, and that comes with great conversations too..
Move anywhere in Richland, and most places in Kennewick, and a good share of Pasco is good too really, and you won't be disappointed. Spring is coming, and buds are just about to appear, don't miss it.

Horn Rapids is more than just being about the golf course. Which, by the way, membership is not included as part of the HOA. I don't live there but I do know people that do, and don't agree that if you don't play golf, you won't get the "biggest bang for your buck".
The swimming pool is nice, and you can even host a party there once a year for no cost. The clubhouse can also be rented for gatherings. You've got tennis courts. There's lots of bike and foot paths throughout, and the kids can go off-trail on bikes out into the desert. The HOA even has a kids/activities committee. They've got an RV storage lot (private and very affordable) on site. Homes cover a broad price range. There's new ones being built starting about $175,000 and they go up to as much as $500,000+.
I'm not sure about this $200 HOA fee. The fees I was quoted were less than that. One fee for the community HOA and one for the neighborhood HOA. The neighborhood fee I heard was about $79 per quarter.
And let's remember what an HOA fee is for- it's not just about the use of "facilities". This isn't a health club. You pay HOA fees to maintain a communty's standards of building quality (resulting in better appreciation of your home) and to maintain common grounds and playgrounds so the community as a whole has a nice appearance (did I mention about appreciation of home value?)
The couple of things I like about that area are this: you are sorta out in the country with nice territorial views (Rattlesnake Mt. and the Yakima river) but a few minutes from shopping. And, if you work at Hanford, you sure can't beat the commute!

West richland is more rural than richland. Richland however can cover a lot of area. Richland was mostly built in the 1940's so the houses in "old richland" are either remodeled or still the same house for the 1940's and nothing great. Everyone is typically building new houses actually behind the mall in kennewick but it is considered "richland". That is where the $300,000-$1,000,000 homes are. This area eventually runs into new construction W.Richland. I am not sure where the actual boundary is for richland and w.richland is there. Hope that helps.
