CD.c says 1904. However, let's put this in perspective. Until WWII, Kennewick was a very minor town. Walla Walla was far more important in the early days of white settlement; Pasco was more important also for many years. The Manhattan Project and Cold War propelled Kennewick past utter podunkdom, plus the dams.

I live about 5 minutes away from the Columbia Center Mall (I work across the street from the Mall) and my 3 bedroom apartment is only $625 a month.

I grew up in the Tri-Cities and have lived in all cities except Richland. We currently live in West Richland. I wouldn't limit your housing search to just the Kennewick area because there is a lot of affordable living in West Pasco, as well. The nice thing about the Tri-Cities is that because there are bridges at either end, accessibility to pretty much anywhere is pretty easy. I know a couple of people who moved in out at Chapel Hills in Pasco.

If you are willing to walk 2 miles in ND you will be fine in Kennewick. Within 2 miles of the center there are probably a couple thousand units and a dozen different complexes. That is information from the last time I was there in 03. Having grown up there I am certain the number of units has only increased. They definetly want growth there and do a lot to make it happen but at the same time there just doesn't seem to ba any long term thinking in the political leadership so the place is a hodgepodge of developments and housing tracks. The main reason for the place being there is Hanford Nuclear Reservation. That is where the Uranium for the bombs dropped on Japan was made. Richland HS used to have the Bomb and a mushroomcloud as it's mascot now it's a B-52 "bomber".
Before that the are was farms, the leftovers of the town of Hanford can be seen if you get a job in the Area and drive out to 100N (I think it's gone now) or one of the other old plants. There is a two story brick school building and a few trees. The restrictions on access to the area has allowed the elk population there to grow large. I think there was a world record elk taken on the opposite side of Rattlesnake Mountian in the 80's. Fishing is good, both salmon and steelhead still run and the last free running stretch of the Columbia is there in North Richland.
