This was a very good movie with Tom Cruise & Colin Farrel, Sue, if you ever get a chance to watch it. I believe Spielberg directed. It's set in the future where psychic beings are hooked up to machines & make predictions which allow the police to identify people who are about to commit murders... the police break-in to arrest them before they do. The process was called pre-crime.
Solace, no matter the system, innocents will always fall through the cracks... set-ups, mistakes, fall guys, etc. In some ways, the film can be seen as a metaphor for past behavior predicting future behavior... that's true with most of the people I've met in my life. However, it can also be a metaphor for the danger in that... accusing an innocent who did in fact change his/her life around against all odds.
I suppose we have a bit of this in our system today. Don't police often look to their lists of past criminals who've committed the same crimes they're trying to solve now? Isn't it often the same criminals who are caught doing repeat crimes? So, catching them before they offend again is good, yeah?
Sounds tempting. But then what of the fleeting, infrequent thoughts most of us have but never act on... a flash of anger at a boss, wife/husband, girl/boyfriend... would we be arrested for thinking for 1 second that we could harm someone, knowing we'll never act on it & it passes as fast as it came? Scary. Probably too much Big Brother.
I have that movie on DVD & watch it from time to time. As much as I'd like to think getting all criminals off the streets would be good before they offend, I'm not sure it would work the way we'd want it to.

I have to agree with this point. Sure, I could kill someone if I felt I needed to, but I have yet to kill another person anywhere but my mind. Now, dogs, that's another story.
I'm not aware any innocent people were convicted in the movie. Tom Cruise DID kill someone, it just wasn't premeditated murder.
No one here mentioned innocent people were convicted in the movie. I haven't seen it in awhile, so honestly don't recall the ending. The replies were against the concept in real life because someone could possibly be innocently convicted.
And, TK... I hope you were kidding. If not, please don't elaborate.
