The other factor is that the prison system is privatizing. It's bad enough going to Joliet or Jackson with federal regulations being ignored half the time -- imagine how bad it will be when everyone goes to Bob's Brand X Prison Franchise, where they can set their own rules.

I work in a nursing home, and similar to prisons, it's the safety and sanity of the workers that's at stake here, makes one's job a lot easier, give them all the drugs you can prescribe to them!

But it's a sad state of affairs, someone enters a prison drug-free, and exits a drug addict.

I once visited an inmate at Winslow State Prison in AZ. What a terrifying ordeal! I got out of my car at the gate, dog comes by to sniff out my rental car (the person who rented this car before me could have left some drugs hidden somewhere in the car!), I was forced to stand in a fence-like area where the dog sniffed me out for drugs (I buy my clothes at thrift stores, there could have been some drug residue in my parka jacket) and, meanwhile, the prison guards drive past carrying drugs to the prisoners!

And given how long that dog spent sniffing out that rental car, terrified, I was ready to make a run for it! No more prison visits for me!
