It's not that they are attack dogs or anything of the sort. Babies make squealing sounds, maybe it was crying - dogs react to squealing animals. There was no reason for humans to expect dogs to view a baby as a human authority figure. The fault was entirely the humans, negligent homicide and sheer stupidity.
