How do you know that he killed the kid?

He did prison time for killing his older daughter. The younger one was removed for her own safety because she had been seriously assaulted. The mother CANNOT have charges dropped against him -- only the prosecutor can do that, and they are only going to drop charges for specific reasons, like lack of proof, or drop that charge as part of a guilty plea for something that is more serious.
