Funding would probably not be a problem, but ...

You'll find that every other place in the desert with any lake nearby
has a handy-dandy river flowing down from wet mountains
(Los Angeles, Phoenix, Albuquerque, Denver, et al).

You'll find no such water source in Tucson.

That is (one reason) why the per-capita water consumption in Tucson
is the lowest of any city in the US in any survey that I have ever seen.
