I don't know much about this yet. This news story just came out today. I am sure everything is still as it has been in the areas they are talking about. They are just being over cautious.

didn't yet read the article, but I presume some are thinking future violence will occur, at times, N of the border and so a warning will be necessary for that spot at the time....it's already happened occasionally when competing human smuggling groups have a shootout in some remote spot (N of the border).....
