Well perhaps Dr. Buckingham delivers the baby and sells it to pay off his debts but tells Hope that her baby died. (This is just my wild theory!)

Yeah that's pretty wild, he would have to be in Catalina. But it's a soap opera.... anything is possible

To continue with my wild theory, Dr. Buckingham sells Hope's baby or puts it up for adoption and Steffy adopts Hope's baby without knowing it and calls the child Phoebe!
