Maybe I'm biased, I liked For The People, but I thought it had potential to be A LOT better. Considering my Girlfriend is in Law School, I was really looking forward to that aspect and felt they didn't hit a mark they really could have. The Crossing on the other hand is a bit different, great show and I'm a Huge fan of Natalie Martinez, sucks.
We're all biased, with regard to which programs are better or worse than others.
We rarely consider how costly a program is to produce. It's a complicated topic because it includes both production costs and talent costs, and the latter, at least, is sometimes hard to gauge. What we can be sure of, though, is that it costs a lot more to produce a show with lots of exterior filming than a show that is mostly office and courtroom scenes.
Having said that, I think this specific decision was more likely a reflection of package deals. ABC owns The Crossing entirely, which normally would give it a leg up, but For The People is co-owned with Shondaland, so a cancellation might have been costly enough to the business relationship to change the calculations enough to save the show.
