I am going to go with he isn't dead, wouldn't the story line just kinda end then. I don't know what the purpose of Renee seeing Bree get into the car meant, but this is TV so it meant something.
The purpose of it is that she saw Bree getting into a car and the dude was hit by a car that, of course, looked just like hers.
So, here's my prediction-when next we see Bree, she is waking up from a serious bender with no recollection of what happened the night before AND lo and behold, it was her car that hit the cop-but was she driving it???...

Renee saw Bree get into the car that night before Bree ran over Chuck the detective. How dumb to use her own car!
Renee will think Bree is sneaking off for a rendezvous with Ben. I think she'll find Bree with pistol in hand, Bree will spill, and Renee will become an accessory after the fact (like Tom.)
Was Ben home? He was pretty angry at Chuck, remember?
If Ben wasn't home, Renee would flip!
Carlos may have "left the building" but has he ever met Chuck?
Will Ben come to the door all out of breath, saying he was (some lame excuse) when he could have just ran in the back door.
Carlos has probably met Chuck at some point. Who else? Seems like we are finding a list of suspects here. Bree, Chuck, Carlos...where is Orson? He already mowed down Mike a few seasons ago.
I'm not so sure It was Bree that ran him over... Why couldn't it be Renee - or Carlos? Just sayin'..
I don't think it could have been Rene, she doesn't know about this whole murder cover up.
I read on IMDB that it was possibly Orson who wrote Bree that note and could have been the one who ran over Chuck.
Another theory I read is that there may be certain mysterious someone that we don't know about who could have written the note. This certain someone may be trying to blackmail Bree or something in that manner and tried to kill Chuck as this "someone" realized that if Chuck got Bree and the other girls in trouble, that would prevent some plan that this "someone" had for the Wisteria women.
Ben is a possible suspect. If I remember clearly, he wasn't home when Rene stopped by his house.
But maybe it was actually Bree who ran over Chuck. Rene followed her and saw what happened.
where is Orson? He already mowed down Mike a few seasons ago.
I stumbled across something on-line yesterday (doubt I could find it again LOL) that said Orson (Kyle McLachlan) will be returning and will basically be saving Bree from her drunken self.
So, who knows? If he's "around," maybe watching out for Bree as some kind of guardian angel, then it probably wouldn't be a stretch for him to be the one.
Oh, and I was glad to see Lynette actually mention her baby daughter in the first scene. She still seems to have plenty of time to run around with no mention of the baby and/or a babysitter.
I'm thinking Ben mowed down the cop. He's 'threatened' the cop to back off a few times and is pretty pissed about the whole thing. And don't forgot, the cop just threatened Ben to delay his build until however long it takes for Ben to lose his investment and make Bens life a living hell.
Ben had as much reason to mow him down as anyone else.
