I really enjoyed this show and was eager for season 2 only to find a completely different actor and it had English subtitles--yet it is billed as season 2. Anybody know what is going on?

According to the Netflix website, there are two versions of Wallander available. There are three three-episode seasons of the British production starring Kenneth Branagh (which ran on Masterpiece Mystery in the US,) and there is the second season of the Swedish production. I thought they were both very well done, but completely different tones.

Yep, there are 2 different productions-

I only watched the UK one with Kenneth Branagh, enjoyed it a lot.
One more season is supposed to be made, and aired next year, according to wiki^
