Ray was/is "slow". At the beginning of the show, when their father returned, Ray acted much more mentally challenged than he does now.
Even last night, his sister made the comment that she has always had to take care of him.

Or, if Ray being 'slow' was due to something after birth, then he wouldn't be. Its possible to take it that he was the big example that the returned may not be just the same as the ones who grew up and died.

My money's on the fact the writers forgot that Ray was supposed to be "slow", although I don't know why the actor who plays him wouldn't have asked questions of the director or producers about being normal this season...
