They really do have to have a major character who dies come back as a walker. We really haven't seen that, have we?
I don't really count Deanna, since she was not one of "our" group. And I don't really count Sophia or Andrea's sister, since they were just minor characters. And Shane was only reanimated for a split second, not really walking around and trying to eat people.

But we didn't see Shane wandering the countryside as a zombie chasing people, etc. We saw him die and change. that's different from suddenly seeing a character you love appear as a zombie.
I forgot about Merle. I guess I was less "attached" to the characters back then. I think seeing Merle as a walker didn't matter to me as much as it would seeing Daryl, Carol, or one of our regulars that way.

For me, Sophia and Merle as walkers made the biggest impact not because they were major characters but because of the reactions of the people closest to them: Carol and Darryl. Seeing their shock and grief was heart-breaking for me.
An animatronic baby zombie would probably break the budget or just be stupid and cheesy. I've seen it done in other movies and shows in this genre and it just never looks right. And of course they always give the baby more physical prowess after death so it can be a threat when in this world a zombie baby/toddler would be very little threat.
Merle's death was one of the toughest to watch for me. You finally see some redeeming qualities in the guy and he ends up getting snuffed out by the Gov. And he played a good walker as he was chewing on someone when Daryl found him. Watching Daryl nearly fall apart but have to put him down was heavy.

The only way to top it IMO is for what I and a few others have mentioned several times in these threads and that would be for her to die alone after being bitten and then watch her shamble off with a herd. No closure of someone putting her down and no burial.
