Yes, that's what I assume. I also think season 10 will be the last season.
Time to take Walking and The out of the title and just name it "Dead" after this season. Still, I plan to watch tonight and maybe more episodes to come this season, I'll see how tonight's episode plays out.
I guess I'm in the minority but I'm looking forward to tonight. I think they have done a fantastic job setting up the Whisperers as major villains and I look forward to seeing how the conflict unfolds. I hope they learned their lesson from the Negan/Saviour debacle and don't turn this into a two season story arc.

I bet Negan saves Alexandria from the Whisperers. I had to laugh when he walked into a clothing store and picks a new leather jacket right off the rack and it fits perfectly. All those clothes would have been taken YEARS ago.

Not to mention, he was on a motorcycle that had sat for some time. The whole WD universe, seems to find good gas after all these years as well.
