I definitely disagree with that. Falsone was critical to the Kellerman (Reed Diamond) murder of Luther Mahoney (Erik Dellums). What helped kill HLOS was NBC's moving it to Friday night. While never a ratings winner, it was a massive critical success, and to increase its wow factor NBC incessantly tried to turn it into a run of the mill police procedural. If HBO had created the project, the show would have been 10times more successful.

By the way HLOS was the beginning of my love affair with David Simon.

According to Wikipedia, ratings for Taxi were very good its first two seasons. Then ABC moved it to a different night and ratings plummeted.
