I think Ramis was actually a snub, because he died so close to the show last year that he wasn't included. But he was mentioned by Bill Murray as a presenter, so maybe they figured that it was long ago enough and there was a mention so that counted? PSH was definitely a part of last year's memoriam.

I think they should have mentioned Joan Rivers but I could see where they would think that being connected to the Oscar show itself isn't the same thing as being connected to the business of making movies.

The memoriam is always a sad part of the show, and every year, there are people where I say "Wow, I didn't know/remember he died!" I thought Meryl Streep's intro was very nice, and it was much nicer to have the names done separately from the song, instead of having them at the same time the way they have sometimes done.

Hollyweird people probably didn't appreciate Rivers red carpet behavior and left her out intentionally. She was fairly harsh to powerful industry folks.

I liked the memorium better when they showed a short clip of the folks work. That's a better way of showing who they were and what they did. A picture alone is nice but lacking to me.

Thanks for the correction! I had thought I remembered a little bit of controversy about it, but I obviously remembered wrong.

Perhaps those individuals left out of the memorium were not members of the Academy of Motion Pictures. You have to have been a member to be included. To become a member, you have to be nominated by a current member or nominated for an Oscar, then board approved. You have to accept it as well so maybe membership was not offered or was declined for whatever reason.
