I'm college educated, cute, and sociable, and, frankly, I think I could put something together that's more entertaining than some of the things on television right now. Where and how do I sign up? I realize that getting my own show may be a struggle, but TLC seems to be accepting of novel ideas from novices; I don't really know if they are or not, though. What's your opinion? Where should I go if I want my ideas featured somewhere besides YouTube?
There are a lot of good ideas here, but I think I need to do a lot more reading to get taken seriously. Thanks for letting me know where to get started, though.

From your other posts on CD, there were recommendations about your interest in comedy and films.
I suggest you try either one of these in your area either by volunteering or participating in workshops.

I like science and technology. I thought perhaps I could make something unique based on that and various "life hacks." It would take a little while to put together, but I would love to give my idea a try.
You might want to actually try Youtube and see if you can build a following and brand. It could then be something you can show to producers to give them an idea of the show.
Otherwise, I would Google 'pitching a reality tv show' for an idea of the process. Some sites you can send them a pitch for a fee. I don't know how legit they are, however.
There's also books to check out at the library or get from Amazon about pitching/getting picked for reality shows.
Or just go directly to the casting page of the channel & see what it says.
I would just look at all of these to start getting a feel for it.
