I have to ask how much more "character development" needs to be done. We pretty much know the main players now, most of their personas have been set for a couple seasons.
I'll grant that Jaime is still evolving, if that's the right word, and it remains to be seen what game Sansa and Arya are playing, if any, but Jon Snow will Jon Snow along as will Daenarys.
Tyrion has always been a strategist. He hasn't changed although his strategy hasn't been successful. Mostly because he hasn't known about a couple variables, or his opponents have acted in ways he didn't expect (King's Landing being stripped of defense and Euron Grejoy attacking).
Daenarys, on the other hand, is a tactician-See the hill, take the hill. I'll worry about why later.
The first time I heard the word "whinging" was on the New Zealand series "800 Words". Since I found their accents difficult to understand I thought it was just a mispronunciation of whining. Then I figured it out that they are two different words that are used in the same context. "800 Words" is a great series, by the way. I watched it free on Amazon Prime. Now I want to travel to New Zealand for sure.
You know what's weird, is when Kit is dolled up as Jon Snow I find him really sexy, but when I see him as an everyday guy I think he looks like a total dork. He reminds of Johnny Galecki when he played David on Roseanne.

I like nerdy men, so I think the "everyday" Kit is sexier than "knows nothing" Jon.
