Scandal. And what made it so? Almost all of the above. Except for style of humor. Also that includes those weird images as if the audience is looking at the scene through a hidden camera that is spying on the characters, along with the clicking-camera sound like someone is secretly taking pictures of the characters.

40 years ago, focusing on (basic) crime scene science was really unique. For the last decade, every drama on TV seems to be about crime scene science.. but Quincy was 20+ years ahead of the fad (?)
Max Headroom. It predicts the take over of technology and the erosion of society, the huge class division, the media news as entertainment at the beck and call of corporate sponsorship. While it was cheesy and cheaply made the concepts were well ahead of its time.
First show to deal with feminists ie Maude, first in race relations. For those of you unfamiliar...a married couple's lives are shown with the man, Archie, being the WORST bigot imaginable... every sarcastic thing he said made you cringe. But each show has him being shown up for what he is and why.
One of the best episodes: a black man gives the bigot a very unexpected kiss...Archie's facial expressions were priceless. It got laughs that seemed to last 5 minutes...

You beat me to it because this was the first program that came to mind. Archie evolved over time which is more realistic than having him either remain a total bigot or turn into a "Mike" type of character. Remember he used to hate Jewish people - then his Jewish niece came to live with them; he hated Puerto Ricans and he ended having a Puerto Rican woman boarder; he was friends with Lionel Jefferson; he had blood donated to him by a black female doctor. Like a lot of people, he lost his fear and mistrust of "others" once he met someone in that group and realized they were just individual people and not some monolithic threat to him.
Edith evolved from a submissive numskull into a person who stood up to Archie and started thinking for herself.

Praline and greatblueheron, you beat me too it, I can't think of another show that addressed the issues of that time quite like All In The Family.
I would definitely say Seinfeld. A show about nothing that became one of the greatest and most watched shows in TV history that people still talk about today and use their catch phrases and quotes. And it was a good thing that it was on TV when it was because the PC, SJW crowd would be losing their crap over how white the cast was and the show's content.
