I think Wal-Mart seems to be the cheapest from what I've seen.
Sorry, what does the second question mean exactly?

TV stations will no longer broadcast in analog, only digital (right now almost all are doing both) Without cable, satellite, a digital TV, or an older TV w/ a converter box hooked up, you will not get TV.

One thing they are failing to mention is that people who love out of range of a digital signal won't be able to pick it up even with the converter as digital signals only go about 50 miles. So if you live out in the country and have been able to get regular TV using analog, there is no guarantee you will also be able to get the digital signal.

I find it hard to believe that you could get any decent signal at more than 50 miles away anyway. I lived 35 from the city as a kid without cable and it was a constant fight with the bunny ears to get anything other than fuzzy blurs.

With the coupon they are $9.95 at Wal Mart. Even though I have satellite I still got a box for times when the weather causes me to lose a signal.

I have a question...a friend has an HDTV but no cable, dish or anything. He watches just what comes in through the air. He gets HD channels too. Off his rotary antenna. So why would he need a converter box to watch the local HD channels? To my mind I wouldn't think he would.

He wouldn't as it's already built in to his TV. Only those with old analog TV's will need one.
