I think Sheldon is meant to be an Aspie, even though the creator has denied that. The statement that he makes about his mom having him tested is a reference to insanity, though.
Don't remember the exact words but did Mary Cooper say something about having Sheldon tested and he was normal? I don't recall her saying insane.
Being Mary Cooper, if she said normal she meant normal and that would include ASP or anything else abnormal. She is a smart cookie so I go with that.
To me Sheldon seems socially inadequate, probably deliberately, and just prefers life on a super genius level on his own terms.

Yes, she IS a smart cookie. Wouldn't surprise me if she told him he was "normal", even if the test said otherwise. But Sheldon, being Sheldon, probably would have insisted on scrutinizing all of the test results.
But what is the phase he throws around... "I'm not crazy, my Mother had me tested"... not sure if "crazy" is the right word. And didn't Mrs. Cooper say something to the rest of the group about his being tested?
Here is what I want.
Amy gives Sheldon an ultimatum. If they can't have a regular adult relationship, she will get one elsewhere. Sheldon believes she will do it, and doesn't want to lose her. This causes him to start reading up on some "how to" books (a lot of how to books, which of course he memorizes). He reads up on the mechanics and gives it a go.
Well....you can just fill in the rest for yourself. In my world, he enjoys it and they live happily ever after.

I think they keep repeating the "I'm not insane, my mother had me tested " comment because they don't want people to get hung up on any deep psychological evaluations of the Sheldon character. At that point it ceases to be funny. It's not funny to laugh at mental illness. It is funny to laugh at people with strange quirks.
Occasionally people have posted on this thread mentioning their child has OCD or Aspergers or whatever and then it gets serious because they are making serious posts about mental issues and not a sitcom. I believe that's what the writers of the show want to get away from so rather than having us think Sheldon is truly mentally ill, they just have Penny call him "bat sh$t crazy" or a "wack-a-doodle" because that's funny.
I think Sheldon is just social maladjusted like a lot of genius types. I knew quite of few of them in high school. The just think on a different plain. Sheldon was brought up in a very conservative middle class environment. There was no one else like him with whom he could relate. He was a lonely kid who couldn't figure out how to think on a mundane level. Now as an adult he is trying as best he can because he does value his friends. I would just leave it at that.

I like your insight here. You are right, if we thought Sheldon had a serious mental illness, we wouldn't be able to laugh at him as readily. But I do think he is patterned on a popular conception of Asperger's.

Bingo. All that's going on here is the writers have done the typical TV Sitcom Writers mistake of exaggerating quirky character more and more until they end up overdoing it. Happens on a lot of shows. I guess writers like to see how far they can push the limits, or maybe they see all the laughs the quirks get at first and they want to milk that cow dry. It was a fun schtick, but when people started wondering if a character is mentally ill, it's time to tone it down a notch.
Or maybe I'm just not a fan of baby talk. After all, lots of people thought it was funny.
