went there a couple of times, didn't feel any different safety wise than any other place in Puerto Rico...
it is a bit unique as it has a good percentage of Black residents..
If you are street smart and don't go into places that look 'dicey' you will be fine..that advice goes for anywhere in Puerto Rico or the States too.
Been to the beach nearby between Loiza pueblo and Carolina several times. Been into the Loiza pueblo twice and had nice meal and some live music on Sundays. It seemed a very quiet, safe place to me. Maybe I'm such a big scary old guy nobody would mess with me who normally would?! :-)
People said we need to come back when they have the big African heritage festival. Looking forward to it. Describe it like Rio Carnaval - PR-style. I think a lot of the "danger-hype" is just that it's a center of AFRO-latino culture on the island rather than SPANISH-latino culture and touristas blanquitas get scared seeing more dark brown faces than olive-skinned faces. :-) Really a shame - as the lovely chicas chocolates are a hermosa sight to behold. Also one of the few places in PR they had a reasonably-priced local craft market - not just imported junk.
