I hope the ticket owner is a bona fide resident of Puerto Rico (as opposed to a non-resident on vacation or just passing through, etc.) and exempt from paying federal income taxes. The standard has for quite some time been that residents of Puerto Rico don't pay federal income taxes on locally sourced income. Why should the feds get to change the rules now simply because someone won a huge lottery price?
