This is a necessary move when over half of your schools operate at less than 60% capacity. Yeah, over half of the schools on the island were practically half empty before the hurricane yet they kept them open for ... well, nobody knows why.

They should have done this a long time ago gradually and given control at the local level by towns and districts and broken up the corruption and monopoly at the central government in the Department of Public Education in Hato Rey (San Juan)

The Puerto Rico Department of Public Education has over 75,000 employees and an annual budget of 3.5 billion dollars.

You knew this was coming.

Maybe if the schools were better, they wouldn’t be half empty? All I know is from my DIL, who is from there. Nobody in her family went to public schools, even though the private schools are expensive, and it was a hardship.
As someone else said, local control of neighborhood schools and parental involvement is the secret weapon. Vouchers are good.
There are plenty of underperforming schools in the mainland too, so throwing more money at the schools is not what will fix it.

The Puerto Rico Department of Public Education is the largest agency of the Executive branch in the government of Puerto Rico.. You know with the budget crisis that department was going to take some serious cuts. I don't know why people are surprised. Everybody knew it was coming. They can't get out of the crisis by skipping that department or passing the problem to the next administration.

They are giving Julia Keheler (the secretary of education) a rough time with all the cuts and reforms. She better have bodyguards and a handgun for protection, things could get ugly down there.

I predict Puerto Rico population would be around 2.5 to 2.7 million instead of 3.4 million in 2020 count based on trends.

They should realize that there are certain posters here that have law enforcement backgrounds,
